ICT Law and Economics Research Center
at Sogang University DirectorHong Dae-sik

The ICT Law and Economics Research Center was newly established under Sogang University,
evolving from the Center for Law and Market Economy under the Law Research Institute,
which was first introduced in 2015.

The ICT Law and Economics Research Center began from the consensus among researchers that there is a need for a research center that integrates competition law and regulatory law specialized in the ICT field with related academic disciplines.

One of the key considerations in launching the research center was how to distinguish ourselves from similar institutions, including academic societies, university or institutional research centers, and policy research institutes. Although this concern persists, we pride ourselves on adding another platform that enables university scholars to make practical contributions in a constantly changing and expanding world.

Our center aims to analyze emerging issues in the ICT environment, deriving policy implications, and participating in and supporting the processes of institutional improvement, norm establishment, and policy decision-making. In the accelerating convergence of content (C), platform (P), network (N), and device (D) in the ICT ecosystem, connection, communication, integration, and convergence among expert groups are becoming increasingly important.

First, our research center will create a collaborative space that connects and facilitates communication among experts in law, economics, business administration, journalism, and related fields, producing and providing structured information and specialized knowledge needed in the ICT environment. This emphasizes the provision of knowledge content.

Second, our research center will establish points of contact where expert groups meet with government policymakers and market entities, becoming a channel through which information, ideas, and knowledge necessary for the institutional, normative, and policy foundations required by changes in the ICT environment are distributed. This highlights the role of a knowledge platform.

We aim for the ICT Law and Economics Research Center to be a perpetual venue for legal and economic scholars to meet and exchange opinions, delivering practical knowledge and wisdom to the government and industry, while also receiving feedback from the field that stimulates further research. In today's ICT industry, business is increasingly centered around online platforms, and we believe that the academic world also needs a similar boom of research centered around research platforms with similar functions in various fields.

We hope to play such a role, at least in the field of ICT law and economics.
